There are two layers of overheat protection in the Rinnai Infinity 32e and HD70E - a bi-metal overheat switch which you can reset and the thermal fuse assembly, which can't be reset.
The fusible link is stuck to the heat exchanger & it's the last line of defence - it only cuts off the power supply if the temperature shoots up to 129°C. By the time it blows, something has gone seriously wrong with your appliance - a really bad overheat condition has gone past the bi-metal switch's safety limit and got past temperature that's so hot it trips the thermal fuse and shuts down the heat exchanger and everything else.
The thermal fuses are a one-shot deal - once they're blown, they're done for, and there's no magic fix. You can't reset them, or bypass them, or pretend they never happened. The appliance won't work again until you fit a new thermal fuse assembly. And here's the thing - replacing the fuse without sorting out the root cause of the overheat in the first place isn't going to fix the problem - the same fault will just blow the new fuse too.
The P70EV-714 is a genuine Rinnai thermal fuse assembly for the Infinity 32e & the HD70E - it's the full package & it needs to be installed on the heat exchanger just so, following Rinnai's servicing diagrams to the letter. You'll need to get a Gas Safe registered engineer to sort it out, as they are the only ones allowed to do any fiddling with your boiler.

Take any overheat seriously and don't just throw a new fuse in without finding the cause.
The thermal fuse needs to be put in the right place, around the heat exchanger in just the right way for this to work properly. A dodgy or wrong-fitting fuse might not make contact with the heat exchanger at all, which rather defeats the object.
