VDE insulated tools are designed and certified for working on or near live electrical equipment - the insulation moulded onto the blade means that if the tip accidentally contacts a live conductor while you're holding the handle, the insulation prevents current passing through to you. This isn't the same as a screwdriver with a plastic handle; VDE tools are individually tested and rated to a specific voltage (1000V here) and certified to IEC 60900, the international standard for hand tools used on live electrical work.
